The root of the problem is not underground market – it is unjustified, unfair taxation. Stop this heavy taxation on cigarets already, instead of fighting with inevitable results of it! Taxation causes much more harm then good.
every ploy the nannyist have implemented have blown up in there faces ie the pub smoking ban was supposed to lower smoking rates and have no adverse effect upon the hospitality industry it decemated the industry and smoking rates went from18% to 25% of the population increasing taxes and plane pakaging will only incorage counterfitte cigarettes and smuggled cigarettes also there actions have turned a habit enjoyed by a few into an act of lawfull rebellion
